Systems already running Windows 10 are easy to contemporize, so long as there are no major hardware problems. The best way to update a mothballed computer is to reinstall Windows entirely, which will mean the new installation will be entirely up to date on security and application updates.

You can add another 16 GB chip to the 8 GB one in there now, but you really don't want to leave it that way. When you have an empty memory slot, or you install memory in mismatched capacities (1 x 8 GB + 1 x 16 GB for example), the memory runs in the lower performing single data rate (SDR) mode.
